Northern Virginian were most adamant in their support of growth controls: Nine out of 10 ranked traffic congestion as a serious or very serious problem; nearly 60 percent said the same about school crowding and loss of open space; and a slim majority approved a tax increase to raise money to preserve farms, parks and woodlands." Poll conducted by Virginia Commonwealth University Center for Public Policy and funded by Virginia Environmental Endowment.
