Happy Spring! We have a lot of big news and events to share!

On April 23 we’ll be honoring Rushern Baker, former Prince George’s County Executive with our Prince Livable Communities Leadership Award, and the DC-area League of Women Voters with our Sanders-Henn Community Hero Award. It’s shaping up to be a big year in advocacy for smarter growth and we welcome your involvement. With town, county, and state legislative elections in Virginia, we are teaming with partners on a Healthy Communities Platform to call for transit-oriented communities with safer streets for walking and bicycling, more transit, more affordable housing, parks and restored streams.

 

Never before has it been more important for our region to focus growth in walkable, mixed-use, mixed-income, transit-oriented communities. We have just a decade to significantly cut our greenhouse gas emissions, and we can’t do so without major reductions in driving. These dynamic communities also improve access to jobs and opportunity, allow for improved health and human interaction, and are a far more effective approach to addressing our transportation challenges than massive highway expansion.
We hope you will join us in supporting smarter growth and healthier communities in D.C., Maryland, and Virginia at these upcoming events and hearings.

CSG In Action

Workforce housing:  Last week, on the heels of Mayor Bowser’s proposal to increase funding for affordable housing, we issued our report: Making Workforce Housing Work: Understanding Housing Needs for D.C.’s Changing Workforce, urging D.C. to increase the total supply of housing, and target housing support toward working households at 50% of area median income and below. We recommend the city dramatically increase funding for its Local Rent Supplement Program and Housing Production Trust Fund, and use Inclusionary Zoning, Planned Unit Developments, and other zoning tools to produce more housing that is affordable. Amazon:  We filed testimony in support of the local Arlington incentives for Amazon’s location in Crystal City/Pentagon City, while urging laser focus by the county and state on affordable housing preservation and expansion, including a doubling of the county’s housing trust fund. We noted that the state/local transportation package is very progressive in focusing on transit, walk and bike modes and urged Amazon to achieve a 65% non-auto mode share.

 

Bus Transformation Project: We are serving on the Executive Committee for this regional study on how to improve bus service. Public meetings are coming later this spring. In the meantime you can find all study documents here.

Testimony at Oversight Hearing for DMPED & OP

We commend DMPED for listing affordable housing as one of its top 5 priorities. This is a welcome explicit commitment from the office. DC’s strong population growth and fiscal position enable it to respond to this crisis with policies and funding to directly address the housing needs of our moderate and low income families.

We appreciate that the DC Council and Mayor Bowser have made the affordable housing crisis a top priority. The precipitous loss of low priced housing, and the significant rise in households burdened by housing costs are distressing trends, but they can be addressed.

Metro’s fancy new railcars were supposed to be rolling by now

Eight of the new cars, the first batch acquired by Metro, have been undergoing tests since early 2014.

The planned acquisition of the new cars will allow Metro to scrap cars that date to the 1970s while also expanding its rail fleet, which currently numbers just over 1,100 cars, most built in the 1980s, ‘90s and early 2000s.

Metro’s Board heard public reactions Thursday to proposed fare hikes

Though not yet set in stone, the budget proposal being considered would provide for up to a 10-cent increase for both Metrorail and Metrobus fares. Additionally, rail headways would increase, leaving more time between trains in some cases, and late-night rail service would be eliminated, with some bus routes being eliminated and airport service ending entirely.

Support for BZA Case Number 18866 – 1108 16th Street, NW

We wish to express our support for the proposed reduced parking to a total of 4 spaces to serve the redevelopment project at 1108 16th Street, NW which will provide office space and 15 residences, while preserving the historic façade of the original building. Given the awkward site and preserved historic features, the reduced parking is reasonable relief, especially for such an accessible location. 

Housing advocates call for changes to struggling Inclusionary Zoning Program

Under the IZ program, developers of new buildings containing at least 10 units must set aside between 8 and 10 percent of those units for people making under certain income thresholds. The trouble is that for most of those IZ units, the threshold is 80 percent of area median income, a measure that includes the wealthy suburbs.

Advocates call on Bowser, Zoning Commission to strengthen affordable housing policies

The letter cites a recent report from the Urban Institute that analyzed and did a comprehensive review of D.C.’s IZ policy, outlining the ways in which it can be improved. Among those recommendations includes ways to lower moderate-income limits for IZ units while increasing the production of low-income units, pricing affordable housing units based on 25 percent of the occupant’s income rather than 30 percent, and requiring low rise or rental buildings to set aside at least 12 percent of their units for affordable housing and ten percent of units for high rises.

Testimony to DC Council to Reconsider the Proposed R20-1136 – Fifth & I Streets NW Disposition Approval Resolution of 2014

We urge the council to reconsider DMPED’s selection of the TPC 5th & I LLC proposal because it does not respond to a key affordable housing provision in the Request for Expressions of Interest (REFI). Specifically, the TPC 5th & I Partners LLC proposal is not responsive to the RFEI, release date April 25,
2013 (revised), because the proposal offers off-site affordable housing, and thus in not compliant with the RFEI’s explicit request regarding affordable housing on-site:
